COURT FILINGS SHOW STEPHENS DEFENSE TEAM PLANS TO USE AN INSANITY DEFENSE. PROSECUTORS FILED THE MOTION FOR STEPHENS TO BE EXAMINED AT THE KENTUCKY CORRECTIONAL PSYCHIATRIC CENTER. THE PROSECUTION ALSO HAD NO OBJECTION TO STEPHENS REQUEST TO HAVE THE DEFENSE EXPERT PRESENT

A former Kentucky sheriff accused of shooting and killing a judge in his chambers will undergo a psychiatric evaluation.The shooting happened at the Letcher County Courthouse last September, about four hours southeast of the Cincinnati area.Mickey Stines, 43, was arrested and charged with murder after investigators said he shot and killed Judge Kevin Mullins inside his chambers.During a recent hearing, attorneys discussed the possibility of a competency evaluation for Stines.Prosecutors filed the motion for Stines to be examined at the Kentucky Correctional Psychiatric Center. The prosecution also had no objection to Stines’ request for the defense expert to be present as an observer during his evaluation.

A former Kentucky sheriff accused of shooting and killing a judge in his chambers will undergo a psychiatric evaluation.
